Shaykh Ibn Baaz (may Allaah have mercy on him) was asked about the ruling on issuing these cards and dealing in them.
He replied:
This is not permissible, because it involves ambiguity, gambling and a great deal of risk, so we should avoid it. And Allaah is the source of strength,
