Praise be to Allah.
When this man cut his hair, he did the ritual so he cannot repeat it by shaving his head. But in future years in sha Allah, he should be keen to shave his head in Hajj, and cut his hair in ‘Umrah if he does Hajj Tamattu’, because the Prophet (peace and blessings of Allaah be upon him) prayed three times for those who shaved their heads and after the Sahaabah requested him, he prayed the fourth time for those who cut their hair.
