Praise be to Allah.
It is not permissible for a raaqi to write aayahs and prescribed du’aa’s on stamps to be dipped in water in which saffron has been dissolved, and then put them onto pieces of paper to take the place of writing, and then to wash off those papers so that the water may be drunk, because it is a condition of ruqyah as prescribed by sharee’ah that both the raaqi and the one for whom the ruqyah is done should have the intention of seeking healing by the Book of Allaah at the time of writing. And Allaah knows best.
