Praise be to Allah.
In the answer to question no. 124410, we stated that what has been narrated about the veil being lifted between Allah and His slaves at the time of breaking the fast has no basis in the Sunnah.
But it is proven that the supplication of the fasting person at the time of breaking his fast will not be rejected. At-Tirmidhi (2526) narrated from Abu Hurayrah that the Prophet (blessings and peace of Allah be upon him) said: “There are three whose supplication will not be rejected: a just ruler, a fasting person when he breaks his fast, and the supplication of one who has been wronged is taken up above the clouds, and the gates of heaven open for it, and the Lord, may He be glorified and exalted, says: ‘By My glory, I shall surely grant you My help (against the one who wronged you), even if it is after a while.’” Classed as saheeh by al-Albaani in Saheeh at-Tirmidhi.
Al-Qaari said concerning the words “a fasting person when he breaks his fast”:
That is because it is after an act of worship, when he is in a state of humility and need.

Allah, may He be exalted, says (interpretation of the meaning):
“And when My slaves ask you (O Muhammad (blessings and peace of Allah be upon him)) concerning Me, then (answer them), I am indeed near (to them by My Knowledge). I respond to the invocations of the supplicant when he calls on Me (without any mediator or intercessor). So let them obey Me and believe in Me, so that they may be led aright”
Ibn Katheer (may Allah have mercy on him) said:
Mentioning these verses that motivate people to offer supplication within the context of the rulings on fasting is an indication that one must strive hard in supplication, at the end of Ramadan and at every time of breaking the fast.

Conclusion: the time when a person breaks the fast is a time when it is hoped that supplication will be answered. As for saying that the veil is lifted between Allah, may He be exalted, and His slaves at the time of breaking the fast, we do not know of any basis for that.
