Praise be to Allah.
Firstly:
We ask Allah, may He be exalted, to protect you and take care of you, and to grant you a way out from every difficulty and relief from every worry.
Secondly:
If there is the hope that your mother’s visiting this manager will put a stop to his evil and the harm he is causing you, and will put an end to the problem between you and him, and this visit will not result in any humiliation for her or any mistreatment of her, then there is nothing wrong with it.
This comes under the heading of taking measures, and there is no contradiction between that and putting one’s trust in Allah.
Hence Islam allows intercession for good purposes, as Allah, may He be exalted, says (interpretation of the meaning):
{Whoever intercedes for a good cause will have a reward therefrom; and whoever intercedes for an evil cause will have a burden therefrom. And ever is Allah, over all things, a Keeper} [an-Nisa’ 4:85].
Al-Bukhaari (1432) and Muslim (2627) narrated that Abu Moosa (may Allah be pleased with him) said: If someone came to the Messenger of Allah (blessings and peace of Allah be upon him) to ask for help or seek something that he needed, he would say: <<Intercede, you will be rewarded, and Allah will decree whatever He wills on the lips of His Prophet (blessings and peace of Allah be upon him).>>
So if your mother’s going to this manager, or anyone else’s intervention, will solve the problem, this is better than letting it get worse and leading to evil consequences.
So consult the people around you who know about this manager and the general situation. If there is the hope of a good outcome from your mother going to him, then do not try to prevent it. For times of ease will come after times of difficulty; the believer may go through periods of weakness and trials, but the good end is for the righteous.
May Allah make things easier for you, relieve your distress and help you against those who wrong you.
And Allah knows best.
